In the same pot, lower heat to medium and add shallots; cook, stirring, until softened and beginning to brown, about 4–5 minutes. Add garlic and ginger and cook 1 minute until fragrant. 3. Stir in remaining 3/4 tsp turmeric, toasted crushed chilies, and chopped tomatoes. Cook until tomatoes break down and oil begins to separate, about 6–8 minutes. 4. Add tamarind paste, fermented fish paste (ngapi) or fish sauce, and 4 cups (960 ml) water or fish stock. Bring to a gentle simmer and cook 8–10 minutes to meld flavors. 5. Return the seared fish to the pot, add coconut milk if using, and simmer gently 5–7 minutes more until fish is cooked through but still firm. 6. Adjust seasoning with salt and black pepper; finish with lime juice. Ladle into bowls, drizzle with 3 tbsp (45 ml) shallow-fried oil if desired, and garnish with sliced green onions and chopped cilantro.
