Make the agrodolce: In a small saucepan, bring the white wine vinegar, honey, a pinch of salt, and red pepper flakes to a gentle simmer. Stir in the raisins and cook 2–3 minutes until plumped and the liquid is slightly syrupy. Remove from heat and let cool 5 minutes. Prepare the fennel and citrus: In a bowl, combine the shaved fennel with lemon zest, 2 tablespoons olive oil, a pinch of salt, and a few grinds of pepper. Add the orange segments and any reserved orange juice. Dress and toss: Spoon the cooled raisin agrodolce (including syrup) over the fennel-orange mixture and add the chopped mint. Toss gently to combine and adjust seasoning with salt and pepper to taste. Assemble: Arrange endive leaves on a platter. Spoon a heaping tablespoon of the fennel-orange mixture into each leaf. Finish and serve: Sprinkle with toasted pine nuts, fennel fronds, and a light drizzle of olive oil. Serve chilled or at cool room temperature.
