Heat the oil in a medium saucepan over medium heat. Add lemongrass and ginger; sauté 1 minute until fragrant. Stir in the rinsed rice and turmeric; cook 1 minute, coating the grains evenly. Add coconut milk, water, salt, and kaffir lime leaves (if using). Bring to a gentle simmer, stir once, then cover. Reduce heat to low and cook 12–15 minutes until the liquid is absorbed and the rice is tender. Remove from heat and rest, covered, 10 minutes. Discard lemongrass, ginger, and lime leaves. Fluff with a fork, garnish with fried shallots, and serve hot with lime wedges alongside.
