1. In a mixing bowl, combine soy sauce, sake, mirin, sugar, and minced hot chili pepper to create a marinade. Mix until the sugar dissolves completely. 2. Add the beef cubes to the marinade, ensuring they are well coated. Cover and refrigerate for at least 30 minutes for the flavors to meld. 3. Preheat a grill or broiler to medium-high heat. If using bamboo skewers, soak them in water for about 20 minutes to prevent burning. 4. Thread the beef cubes and green onion pieces onto the skewers, alternating between the two. 5.
