1. Combine panko and whole milk in a small bowl and let soak 5 minutes; squeeze lightly to remove excess milk and reserve. 2. In a skillet over medium heat, sauté chopped white onion and minced garlic in 1 tbsp vegetable oil until soft and translucent; cool slightly. 3. In a large bowl, mix ground beef, soaked panko, egg, sautéed onion mixture, 1 tbsp soy sauce, salt, and black pepper until just combined; form into four even patties. 4. Heat remaining 1 tbsp vegetable oil in a skillet over medium heat. Cook patties 4–5 minutes per side until browned and internal temperature reaches 160°F (71°C); reduce heat if browning too quickly. 5. For the sauce, combine ketchup, 2 tbsp soy sauce, and butter in a small saucepan; warm until butter melts and sauce is glossy. 6. Serve patties with sauce spooned over top.
